NO EXIT

Evidence for Action: measuring the cost when exit does not become sustainable.

NO EXIT is a strategic research and decision-support study led by Cyril Malglaive within CIRITS. It asks what happens when protection interrupts exploitation but does not create the conditions for a sustainable exit.

The question

Failure to sustain an exit has consequences far beyond the initial protection episode.

NO EXIT examines the cumulative consequences of failed or incomplete exits from criminal exploitation over a five-year horizon. The study connects human trajectories with the repeated mobilisation of child protection, justice, health, social and public-security systems.

The purpose is not to reduce a child’s trajectory to a monetary value. It is to make visible the institutional and economic consequences of repeated re-exploitation, repeated interventions and the absence of durable alternatives.

Scope

A comparative frame designed for decision-makers.

Five-year horizon

Analysis of cumulative consequences rather than the cost of a single intervention or placement episode.

France · UK · European Union

Comparative reading of protection, justice and exploitation environments, with adaptation possible for a specific territory.

Multiple cost domains

Human, social, child-protection, justice, health, public-security and economic consequences are examined together.

Decision-use orientation

The study is designed to support strategic discussion on prevention, sustainable exit, reintegration and investment in continuity of protection.

Methodological position

Evidence first. Assumptions remain visible.

NO EXIT combines published evidence, institutional data, documented cost categories and explicit modelling assumptions. Where comparable evidence is limited, uncertainty is retained rather than concealed.

The controlled-access version provides the analytical architecture, source framework, assumptions, comparative tables and commissioning options required for institutional use.

What remains protected Detailed calculations, source tables, modelling assumptions, comparative scenarios and the complete analytical report are not published on this website.

Available deliverables

Three ways to use NO EXIT.

01 · Strategic briefing

Executive decision brief

A concise institutional briefing focused on the central findings, strategic implications and decision points.

02 · Territorial adaptation

Commissioned local study

Adaptation of the analytical framework to a country, region, city, public authority or programme environment.

03 · Full engagement

Study and research partnership

Access to the full analytical framework combined with contextualisation, stakeholder dialogue and research support.

Relationship with CHILD-EXIT

NO EXIT documents the cost of the gap that CHILD-EXIT is designed to investigate.

CHILD-EXIT asks what makes an exit from forced criminality sustainable. NO EXIT examines the consequences when that sustainability is not achieved. The two projects are distinct but complementary components of the CIRITS research environment.
